Arranging and funding a care home place in Northumberland
Requesting the care needs assessment
The first practical step is a care needs assessment, which costs nothing and is open to anyone who appears to need care, whatever their savings. A social worker looks at washing, dressing, mobility, memory, medication and the help family already give, then records in writing the level of support required. Where residential care is the answer, that record drives the support plan and any funding decision. Assessments are arranged through Northumberland County Council Adult Social Care, the authority responsible for assessing need and for funding placements where a person is eligible.
The financial assessment
Funding is decided separately, by comparing income and capital with the national thresholds. Savings are counted, and the value of a property is normally counted once a move is permanent, although a deferred payment arrangement can help while a house is being sold. Where the council contributes, the resident continues to pay an assessed amount from pension and benefits. Where capital exceeds the threshold, the family arranges the placement itself and can ask for an assessment later if savings reduce.
Fees and the extras
Ask every home for its weekly fee in writing, and then for the list of things charged on top, which commonly includes hairdressing, chiropody and outings. Ask how often fees are reviewed, what notice is given before an increase, and what is payable while a resident is in hospital. Where a council funded place is involved, ask whether a third party contribution would be required and who would be expected to pay it, because that question is far better answered now than later.
Choosing between the care homes in Northumberland
Reading the grades
Tynedale House, Jane Percy House and Birch Hill Care Centre hold Outstanding ratings, and fifty further homes are rated Good. Four have been told they require improvement, which describes a moment in a home's history rather than a permanent state, so the report is the thing to read before drawing conclusions. Inspectors set out exactly what concerned them, and a shortfall in records is a different matter from a shortfall in how people are treated. The grades will narrow fifty seven homes to a handful quickly enough.
Practical fit
Think about the journey a relative will make every week, because visits do more for a resident's wellbeing than anything printed in a brochure. Ask whether bedrooms are single and whether they have their own bathroom, how the building handles someone unsteady on their feet, and whether a resident can bring furniture of their own. Ask how the home supports people living with dementia, particularly anyone who becomes unsettled as the light fades.
What to do on the visit
Go at a busy time and stay longer than the tour lasts. Count the staff you can see, listen to how residents are spoken to, and notice whether call bells are answered while you are standing there. Ask how many carers are on duty overnight, how often agency staff are used and how long the manager has been in post. Each profile on this page carries the full inspection report, so you can arrive with the awkward questions already prepared.
