Planning and paying for residential care in Leicestershire
Beginning with a care needs assessment
Before any placement is agreed, ask for a care needs assessment. It is free, open to anyone who appears to need care and support whatever their means, and it produces the written record of eligible needs that homes will want to work from. A practitioner from Leicestershire County Council will consider personal care, mobility, nutrition, medication, mental wellbeing and the risks of remaining at home. If you have been providing care yourself, ask for a carer's assessment during the same conversation, since that is a separate entitlement.
Fees, contributions and top up payments
A financial assessment of income and capital follows where needs are found eligible. The council may then meet the fees in full, meet part of them with a contribution from the person moving in, or conclude that the placement is privately funded. Weekly fees in Leicestershire differ considerably between homes and rise where needs are greater, so ask each home for its current fee, what that fee includes and what is billed separately, such as hairdressing, chiropody or escorted appointments. Where a family intends to add a top up payment to secure a particular home or room, agree in writing who will be responsible for future increases before anybody moves in.
Choosing a home in Leicestershire and what to check
Reading the inspection report properly
All one hundred and thirty two homes gathered here are registered with the Care Quality Commission, and the ratings across Leicestershire run from Outstanding through Good and Requires Improvement to Inadequate, with some newly registered homes not yet inspected. Because that range is unusually wide, the report matters more than the rating word. Inspectors judge whether a home is safe, effective, caring, responsive and well led, and a home rated Good overall can still be weaker in the one area that matters most to your relative. Check the inspection date as well, since a home under new management may have moved on considerably from what the last report describes.
What to look for on the day you visit
See every home you are seriously considering, and try to arrive at a mealtime rather than mid morning. Watch how staff speak to residents who are not asking for anything, whether people are dressed and occupied, and how quickly call bells are answered. Ask how many permanent staff are on duty during the day and overnight, how much agency cover is used and how families are contacted when someone becomes unwell.
