What residential care in Cornwall involves and what to look for

Every provider on this list is registered for residential care, which means accommodation with personal care attached: help with washing, dressing, meals and medication, and staff on site through the night. It does not mean nursing care, and that distinction is the first thing to settle, because it determines whether a home can meet a person's needs now and in a year's time.

Matching the home to the level of need

Someone who is largely independent but no longer safe living alone will want something quite different from a person who needs help at every meal. Ask each home how it handles changing needs, whether it is registered to support people living with dementia, and what would prompt it to say that someone could no longer stay. It is far better to have that conversation at the outset than to face a second move eighteen months later. Ask too about the mix of residents, since a home whose residents are mostly at a very different stage can leave a newcomer isolated.

Ratings that run from Outstanding to Inadequate

The judgements shown here are published by the Care Quality Commission and cover Outstanding, Good, Requires Improvement and Inadequate, along with homes not yet rated. Good means inspectors found the home met the standards tested across safety, effectiveness, care, responsiveness and leadership. Requires Improvement points to shortfalls the provider was told to put right, and the report itself will say whether those concerned record keeping or something closer to daily safety. An Inadequate rating is serious and usually brings closer oversight, so read the full report and ask the manager directly what has changed since the inspectors visited. Check the date of any judgement as well, because a home under new management can look quite different from its last report. Homes including Menna House, Courtlands Care Home, Breage House and Tresillian Residential Home hold a Good rating on this listing.

Getting an assessment and arranging funding in Cornwall

The financial side runs in parallel with the search, and leaving it until a home has been chosen is what leaves families feeling cornered.

Asking for a care needs assessment

Any adult who appears to need care and support can request an assessment, and there is no savings threshold to pass before one takes place. Cornwall Council is responsible for carrying out that assessment and for arranging funded support where a person meets the national eligibility criteria. The assessment looks at daily living, mobility, medication and safety at night, and results in a written record that is worth having whoever pays, because it sets out clearly whether residential care is the right answer. A relative providing regular unpaid help can ask for a carer assessment at the same time.

How the fees work

Where the council is asked to contribute, a financial assessment follows and takes account of income, savings and other capital. Anyone whose capital sits above the national threshold is normally expected to meet the fee themselves, while those below it contribute on a sliding scale. Weekly fees differ between homes in Cornwall and usually reflect room size, whether there is an en suite bathroom, and how much individual support a resident needs. Before signing, ask for the fee in writing with a clear list of what falls outside it, the notice period on both sides, and how often fees are reviewed.
