Planning and paying for care in Cambridgeshire

Two processes run alongside each other once residential care starts to look likely: establishing what care is genuinely needed, and working out who pays for it. They are separate pieces of work, and beginning them before a decision becomes urgent is what leaves a family with a real choice.

The care needs assessment

Any adult who appears to need care and support can ask for an assessment, and no financial test applies before one is carried out. Cambridgeshire County Council is responsible for completing that assessment and for arranging funded support where a person meets the national eligibility criteria. It covers washing, dressing, eating, medication, mobility and how safe someone is alone at night, and results in a written record that is useful even to families expecting to pay privately, because it establishes whether a residential setting is the right answer at all. A relative providing regular unpaid support can request a carer assessment of their own at the same time.

What a place is likely to cost

Where the council is asked to contribute, a financial assessment follows and takes account of income, savings and other capital. Someone whose capital sits above the national threshold is normally expected to meet the fee in full, while those below it contribute on a sliding scale. Weekly fees differ between homes in Cambridgeshire and generally reflect room size, whether the room has its own bathroom, and how much individual support a resident needs. Ask for the fee in writing before committing, along with a list of what is charged separately, the notice period on both sides, and how often fees are reviewed.

Choosing a home and what to check before you decide

With eighty eight homes on the list, the sensible order is to narrow by area and by the level of care required, then compare what remains in detail.

Making use of the ratings

All the judgements shown here are published by the Care Quality Commission. Seventy one of these homes are rated Good, meaning inspectors found the standards tested were met across safety, effectiveness, care, responsiveness and leadership, while six are rated Outstanding, among them Mill Lane, where inspectors found practice going beyond what is expected as standard. Four homes sit at Requires Improvement, which calls for a look at the report rather than an automatic exclusion, since the findings might concern paperwork or might concern something closer to daily safety. Seven are not yet rated, usually reflecting a recent registration rather than any concern, which puts more weight on what you can establish yourself.

What to check on the visit

Visit at a mealtime and at a time of your choosing rather than one suggested to you. Watch how staff speak to residents who cannot easily reply, and ask how many carers are on duty overnight compared with the middle of the day. Ask how long the registered manager has been in post and how much of the rota is filled by agency staff, because continuity of faces matters enormously to anyone with memory difficulties. Ask each home how it responds when needs increase and what would lead it to say it could no longer support someone, since that answer decides whether a second move lies ahead. Homes such as Ferrars Hall Care Home, Elm House, The Hillings and Primrose Croft Care Home carry a Good rating here, though homes rated alike can still suit very different people.
