Arranging Nursing Care in Staffordshire and Paying for It
Nursing fees are the largest recurring bill most families will ever handle, so it pays to know early what can be claimed and from whom. Three sources are usually involved to some degree: the health service, where the nursing element is concerned; the council, where means allow; and the person or their family for the remainder. Sorting out which applies takes two assessments, and neither of them costs anything to request.
The care needs assessment
This assessment is free, is not means tested and records what somebody can no longer manage safely, including whether a registered nurse is needed rather than care staff. Ask Staffordshire County Council adult social care to carry one out, or ask the ward team where a hospital stay has raised the question. A relative who has been providing care can request a separate assessment of their own needs. Keep the written outcome, because homes, funders and health teams all refer back to it.
Fees and the financial assessment
Weekly fees vary between homes according to the room, the level of nursing required and what sits outside the basic charge. Where nursing is involved, part of the fee may be met through the health service, assessed separately from anything the council decides. A financial assessment of income, savings and usually property then sets the contribution towards the rest. Ask each home for a written breakdown of what is covered, what is billed on top and how much notice is given of an increase.
Choosing the Right Nursing Home in Staffordshire
Using the ratings sensibly
One home on this list is rated Outstanding, sixty one are rated Good, seventeen are rated Requires Improvement and five are not yet rated. Look at the date of each inspection as well as the conclusion, since homes change hands and managers move on. Where improvement was required, read what inspectors described, because a shortfall in record keeping is a different matter from one concerning how quickly help reached a resident who needed it.
Questions worth putting to the manager
Ask how many registered nurses are on duty during the day and overnight and how often those shifts are filled by agency staff. Ask how the home manages pressure care, complex medication, feeding difficulties and care at the end of life. Find out who decides to call a doctor at night and how quickly that happens. Ask as well whether a place is held open if a resident goes into hospital, and what that costs.
What to notice when you visit
Go at a busy hour rather than the quietest part of the day, and take somebody with you for a second view. Watch whether residents who cannot easily speak up are still included in what goes on around them, and whether call bells are answered calmly. Ask how long the manager has been in post and what staff turnover has been across the past year, since a settled team shows in everything else.
