What home care on the Isle of Wight involves and what to look for

How support is usually built up

Home care means help brought to somebody where they already live, arranged around the parts of the day that have become difficult. Most arrangements begin modestly, with a single morning call to assist with washing, dressing and medication, and grow as needs change. Longer visits, evening calls to help someone settle for the night, overnight cover, live in support and companionship time that gives a family carer a proper break are all available. Because the island is compact but not uniformly served, the first thing to confirm is that an agency covers the specific town or village rather than the island in general.

Using the inspection record

All thirty six agencies listed here are registered with the Care Quality Commission. Six have been rated Outstanding and twenty one Good, three hold Requires Improvement, and six are not yet rated because they registered too recently to be inspected. Where a report exists, read what inspectors found about the punctuality of calls, how medicines were administered and recorded, what training carers received and how the registered manager dealt with concerns. Check the inspection date as well, since a service can change substantially between visits. An unrated agency has not been inspected rather than been criticised, so ask how long it has operated and who leads it.

The questions that predict reliability

Ask how many different carers are likely to attend over a fortnight and whether a small consistent team is kept for each person. Find out how you would be told when a visit is running late, who answers the telephone at weekends and how complaints are recorded and resolved. Ask to see a blank care plan and check how quickly it can be rewritten after a hospital stay. Providers here such as Everycare, Bluebird Care and All Care work in different ways, so ask each of them the same things and compare the answers.

Getting an assessment and arranging funding on the Isle of Wight

The care needs assessment

Anyone who appears to need care and support can request a free care needs assessment, whatever their income or savings. A practitioner from Isle of Wight Council will discuss washing, dressing, eating, taking medication, moving safely indoors and staying connected with other people, then record which needs are eligible for support. Anyone giving regular unpaid help has a separate right to a carer's assessment, so ask for both together. The written record is useful even where a family expects to arrange and pay for care privately.

What care costs and who contributes

Where needs are eligible, a financial assessment considers income and capital. Care may then be funded in full, funded in part with a contribution from the person receiving it, or paid for privately. Families who qualify can request a direct payment and commission their own agency rather than accept one arranged for them. Privately funded home care is normally charged by the hour, with higher rates at weekends, on bank holidays and for short calls, while live in support is quoted weekly. Ask each agency to confirm rates, minimum visit lengths and notice periods in writing before anything is agreed.
