Arranging residential care in Hull and paying for it

Getting the assessment and the funding straight before touring homes saves a great deal of doubling back. What level of care a person needs and what will be paid towards it together decide which of the homes on this page are realistic options.

How the care needs assessment works

Anyone who appears to need care and support can request a care needs assessment, free of charge and with no savings test to pass first. For people living in Hull, Kingston upon Hull City Council carries out that assessment and the financial assessment that follows where support towards fees may be available. The assessor considers daily living, mobility, memory, medication, safety and the help relatives are already providing, then records the level of care required. Ask for the written outcome, because it turns a general worry into a specific statement of need that you can measure each home against.

Fees and financial support

Weekly fees are set by individual homes rather than centrally, and they vary with the room, the level of support needed and whether specialist input such as dementia care is involved. Ask every home you shortlist for a written breakdown showing what the fee covers and what is charged on top, including hairdressing, chiropody, outings and any deposit. Where a financial assessment shows someone qualifies for help, the council contributes against a personal budget, and relatives sometimes agree a third party top up if the preferred home charges above that. Where most of a person's capital is tied up in property, ask about deferred payment arrangements, which can carry the cost until a sale completes.

Choosing between the care homes in Hull

One hundred and ten homes is a large field, and cutting it down is the first task rather than the last. Filtering by area of the city, by the kind of support needed and by the published rating usually leaves a handful worth visiting properly.

What the ratings tell you and what they do not

Every home listed is registered with the Care Quality Commission, and the ratings present range from Outstanding through Good to Requires Improvement, with some homes not yet rated. That spread means the rating is a useful way to order the list but a poor way to end the search. Read the report behind it and look at what inspectors recorded about staffing levels, dignity, medicines management and how the home responded when something went wrong. A home that has not yet been rated may be perfectly good, but you will be relying on your own observations rather than an inspector's.

What to notice on a visit

Go at a busy time, ideally around a mealtime, and watch whether residents are up, dressed and occupied rather than left sitting quietly. Ask how long the manager has been in post and how much the care team changes through the year, since a settled staff group shapes everything else. Ask to see how care plans are written and reviewed, and how families are told when needs change. Where dementia support or help with mobility is central, ask the manager to describe exactly how it is handled day to day rather than accepting a general reassurance.
