What residential care in Epsom involves and what to look for

A residential care home is somewhere a person lives, not a service they receive. They keep their own room and their own belongings, and staff help through the day with washing, dressing, medication, meals and company. Holding that in mind changes what is worth examining when you walk round.

How the twenty homes here are graded

One of these homes holds Outstanding, the regulator's highest judgement, and sixteen hold Good. Two carry Requires Improvement and one has no published rating yet. With so much of the list at Good or above, the grade will not do the choosing for you, and the detail in the reports becomes far more useful: how the home recruits and keeps its staff, what residents and relatives told inspectors, how medication is handled, and how recently the visit took place.

Registration, and what happens as needs change

All the providers listed are registered as residential care homes, meaning accommodation with personal care rather than nurses on the premises. Visiting community health staff cover occasional clinical tasks perfectly well. A continuing nursing need does not fit, and points instead to a nursing registered home. Ask each home directly what it does when a resident's needs increase, and whether anyone has had to move on as a result.

What only a visit will show

Arrange one visit and drop in unannounced for the second, at teatime rather than mid morning. Watch whether residents look occupied and comfortable, whether staff use people's names, and how long a call bell rings before it is answered. Ask how many carers are on at night, how long the team has been in post, and what the home does when somebody is unsettled in the early hours.

Getting an assessment and sorting the funding

Asking for the assessment

Any adult who appears to need care and support has the right to a free assessment, whatever their savings and whether or not they plan to pay privately. A practitioner reviews daily living, mobility, medication, nutrition, risk and isolation, then sets out in writing what support is required. That document guides which homes are suitable and underpins any funding claim. Arrange it with Surrey County Council adult social care, and ask for a carer's assessment in your own right if you have been holding things together at home.

Who pays what

A financial assessment then measures capital and income against national thresholds. Above the upper threshold the placement is self funded. Below it the council contributes on a sliding calculation and the resident pays a share from income, keeping a protected personal allowance. Where a property is involved, its treatment turns on who else lives there, and a deferred payment agreement can delay a sale. Ask for the workings in writing.

Fees and the things behind them

Weekly fees differ between homes and between rooms in the same home, according to size, outlook and the support needed. Ask for a written list of what is covered and what is billed separately, such as hairdressing, chiropody or escorted appointments. Ask how often fees are reviewed and what notice is given before they rise.
