What Care at Home in Lancaster Involves and What to Look For

Care at home is delivered in visits, and everything that makes it good or poor follows from that. A carer arrives, does what the care plan sets out, and leaves; the person is then on their own until the next call. So the questions worth asking are about the reliability of those visits and the consistency of who makes them, rather than about the brochure or the office. A package might be a single morning call or four visits a day with weekend cover, and it can be adjusted as needs change.

Working Out What Is Actually Needed

Be specific about tasks and timing. Help to get up and dressed at eight is a different service from a lunchtime call to prompt medication, and an evening visit to get someone safely to bed is different again. Think about which moments of the day carry the most risk, since those are the ones worth covering first. Consider also whether the need is likely to grow, and ask each agency how quickly it could increase a package if it did.

Continuity Above All

Ask how many different carers a person would see across a fortnight. Three or four familiar faces works; a dozen does not, particularly where memory problems mean someone must explain themselves afresh at every visit. Ask how the agency covers sickness and annual leave, how late a call must run before the office telephones to warn you, and what happens when a visit is missed entirely.

What the Inspection Record Shows

Two agencies covering Lancaster hold an Outstanding rating and nine are rated Good, while five carry no published rating. An unrated agency has usually registered too recently to have been inspected rather than having been judged poorly, so ask how long it has operated, who the registered manager is and what its own monitoring of late and missed calls shows. Reading an Outstanding report is worthwhile too, because it explains what lifted that service above the expected standard.

Getting an Assessment and Arranging the Funding in Lancaster

The Care Needs Assessment

Anyone who appears to need support at home may request a free care needs assessment, and savings make no difference because this stage is not means tested. It is arranged through Lancashire County Council adult social care, the authority responsible for assessing what support a person needs and for arranging funded care where they are eligible. The assessment sets out how many visits are required and what each should achieve, and every agency will quote against it.

Rates, Contributions and Direct Payments

A financial assessment then reviews income and capital to decide whether the council contributes, meets the cost in full, or whether the family arranges care privately. Where care is funded, many people take a direct payment and commission their own, which allows a choice of agency. Rates are charged by the hour or the visit and typically rise at weekends, on bank holidays and where two carers are needed, so ask for that in writing at the outset.
