Arranging an assessment and paying for a place in Hackney
Families tend to look at homes first and think about money afterwards, which is the wrong way round. What a person is assessed as needing, and what can be spent each week, together decide which of the homes on this page are realistic.
The care needs assessment
Anyone who appears to need care may ask for a care needs assessment, and it is free whatever their savings. A social care professional considers washing, dressing, eating, mobility, medication, safety and the pressure on family carers, then sets down in writing what support is required. Approach the London Borough of Hackney adult social care team to request one, or ask a hospital discharge team to refer someone still on a ward. Carers can request an assessment of their own needs alongside it.
Who pays and how much
A financial assessment measures income and capital against nationally set thresholds. Above the upper threshold a person normally funds their own place, although council advice remains open to them. Below it the council contributes and agrees a personal budget covering the assessed needs, and choosing a home that charges more usually means a third party contribution, which needs to be affordable for years rather than months. Where nursing care is required too, a separate contribution is paid by the National Health Service straight to the home.
Choosing between the homes on this page
With nine homes to consider, thoroughness costs very little. Read each report in full, then judge the shortlist in person.
What the ratings mean in practice
Homes including Felstead Street, Newnton House Residential Care Home and Riverside House are rated Good, while Clarence Road and Florfield Home are rated Requires Improvement. A Requires Improvement rating is worth reading rather than dismissing, since the concerns behind it may relate to record keeping and governance rather than the care residents actually receive. Check the date of the inspection as well, because a home can change substantially after a new manager arrives.
What to look for when you visit
Arrange one visit and make a second, briefer one at a time you have not agreed in advance. Notice whether residents are up and dressed, whether staff greet people by name, and whether anyone is left sitting alone for long spells. Ask how many permanent carers work overnight and how much agency cover is used, ask how long the manager has been in post, and ask what the fee includes and what is billed separately. Ask too what would happen if your relative's needs increased, because a second move is unsettling and often avoidable.
