About City Council HARP Team (Home Assisted Reablement Programme)
We are a reablement team working in people's own homes in Bilston and across Wolverhampton. Those we support include older adults, adults with learning disabilities and autistic adults, people with physical disabilities, people living with sight or hearing loss, and younger adults. What makes our work different from ordinary home care is that we are trying to become unnecessary. People usually come to us after a fall, a hospital stay or an illness, and our purpose is to help them get back to managing on their own rather than to settle into being looked after. So we work for a short period, intensively, and we measure ourselves by whether somebody needs less help at the end than at the start. That means resisting the instinct to do things for people. Standing by while somebody slowly makes their own cup of tea is harder than making it for them, and it is the whole point. We explain that at the outset, because it can look like we are being unhelpful when in fact it is the treatment. Our overall rating from the Care Quality Commission is good. We keep asking the people we support what we should be doing differently.
