- The assessment took place from 27 May 2026 to 3 June 2026. Inspectors visited the office on 27 and 29 May 2026 and visited 6 people in their homes.
Safe
CQC rated this area Inadequate. A number of safeguarding concerns had not been reported to the local authority or to CQC. Not all people had full care plans and risk assessments to guide staff, and these were not always updated when needs changed. Staff rotas were not always planned so that people received support when they needed it, and travel time was not planned between calls. This matched the times when calls were late or cut short.

CQC rated this area Requires improvement. Health care partners were involved in people's care, and staff reported health concerns when they arose.
Caring
CQC rated this area Requires improvement. The majority of people told inspectors that staff were kind and considerate. Some people said they felt rushed by care staff.
Responsive
CQC rated this area Requires improvement. Partner agencies said the service was responsive to requests for support and communicated well. However, systems were not always effective in sharing care plans and rotas, so people were not always aware of when staff would arrive or how long visits would last.
Well-led
CQC rated this area Inadequate. Governance systems were ineffective and did not identify, monitor and address the significant concerns found. The provider had no service improvement plan and did not share accurate information with inspectors. CQC found breaches of 5 regulations, covering person-centred care, safe care and treatment, safeguarding, staffing and good governance. The service was placed in special measures.
