Safe
Risks to people's health, safety and wellbeing had not always been assessed and managed. Medicines were not always managed safely. Inspectors were concerned about fire arrangements and asked the fire and rescue service to carry out an audit. The nominated individual took immediate action on the issues found. There were sufficient staff, and the home had a satisfactory standard of cleanliness. There were minor shortfalls in recruitment records.
Effective
Dietary records were not consistently completed. Staff were given inconsistent advice about monitoring the blood sugars of 2 people. There were no care plans to support Deprivation of Liberty applications. Staff received appropriate training and an annual appraisal. Some areas of the home looked worn and damaged.
Caring
People's rights to privacy and dignity were not always promoted and upheld. Bedrooms were not always well presented and, apart from 1 bedroom, there were no curtains at windows. Inspectors also saw caring interactions throughout the inspection.
Responsive
One person did not have a care plan staff could access, and other care plans had not always been reviewed and updated. Inspectors made a recommendation about keeping care plans up to date and easy for staff to reach. There was limited evidence that people were involved in their care plans. People had few opportunities to take part in activities.
Well-led
Inspectors found breaches of regulation in relation to the management of risks and medicines, and governance and record keeping. Audits had been carried out, but inspectors found shortfalls in managing risks and medicines and in keeping records. People had limited opportunities to share their views, and there was evidence of only one residents' meeting during 2022. The provider sent CQC an action plan.

People were satisfied with the service and told inspectors that staff were helpful and pleasant. People were also satisfied with the meals.
